Dubai Bachelors getting evicted????

Don't know what is going on in Dubai. First it was that ports deal, then it was the pink 'ladies only' taxis and now they are evicting bachelors???? Is bachelor some kind of code word for GAY or what????

Eviction drive against bachelors from February

DUBAI — The Dubai Municipality is scheduled to begin the eviction drive against bachelors staying in residential areas this February. Though the deadline for its completion is February next year, officials say it can take a couple of years.

Engineer Walid Abdul Karim of the Building Inspection Department of the Dubai Municipality told Khaleej Times, “According to the initial plan, the eviction drive will be starting from February and will be completed by February next year. But it can take almost two years.”

“The municipality has served notices to several people in this regard. The civic body first serves them with a notice to move. We then wait for a week. If they don’t listen to us, we send a letter to the DEWA asking it to diconnect the water and electricity supply to the premises. The DEWA often takes a long time to withdraw the supply,” he said, explaining what can possibly cause the delay in completing the campaign on time.

Municipality officials said there are 500 bachelors staying in the Rashidiya area alone.

Here's the earlier article establishing the committee to study the housing needs of bachelors. There's more clarification here as the bachelors and LABORERS (I think that is code speak for IMMIGRANT) all get the plugged pulled on their housing. Ah! Here's the rub:
As a resident, who requested anonymity, said: “The conditions have become very tough here. These villas were formerly occupied by local families. But then, they left the buildings and went away. Now, these have been occupied by so many labourers and bachelors. Every time there is a traffic jam here, as the number of cars has increased. Moreover, it has become almost impossible for women to get out of their houses,” he said. “Only last week, we came to know that a Filipino girl was troubled when she was passing along. There was a group which had passed lewd comments and some even tried to catch her. The girl raised a hue and cry and they ran away.” “Every time, we get out of our houses, we find so many groups of men standing on all sides. And they don’t look at you in a nice and decent way,” said the resident’s wife.
