JEDDAH, 12 November 2007 — With pilgrims required to sacrifice animals as part of the Haj rituals, they have been warned against falling prey to unauthorized individuals distributing unofficial coupons for animal sacrifice.

Ahmed Muhammad Ali, president of the Islamic Development Bank (IDB), delivered the warning at an annual meeting with Haj officials, Organization of the Islamic Conference (OIC) delegates and representatives from foreign embassies yesterday.

Ali said the only authorized provider of sacrifice coupons in the Kingdom is the Saudi Project for Utilization of Haj Meat, which is managed by the IDB.

Ali said last year there were reports of fake coupons being distributed resulting in people’s pilgrimages being left incomplete, as livestock was not being sacrificed.

Valid coupons are sold through Al-Rajhi Bank, the Al-Amoudi Exchange Co. and the Saudi Project for Utilization of Haj Meat’s website: http://www.adahi.org/.

There are two types of slaughterhouses that are run during Haj by the Saudi Project for Utilization of Haj Meat: Open-door slaughterhouses (for sheep, camels and cows) and closed-door slaughterhouses that are exclusively reserved for sheep. In open-door slaughterhouses, pilgrims can select their own animals. The meat is then transported to eligible recipients and all animals are checked by vets.

In closed-door slaughterhouses, pilgrims arrange their slaughters by proxy. Access to these slaughterhouses is permitted to representatives of pilgrims and one permit is granted to a representative of a group of pilgrims consisting of no less than 30 pilgrims.

“We advise pilgrims to delegate the sacrificing ritual... For those wishing to go to open slaughterhouses we advice them to avoid crowded hours,” said Ali, adding that meat is distributed to the poor in Makkah and exported to poor Muslims across the world.

The IDB chief said that previously meat would go bad in the heat and would be shoveled in large holes to be burned. However, the Kingdom’s new animal sacrifice system minimizes such occurrences.

Ali said a shipment of meat would also be sent to Darfur this year. Slaughtering of animals begin immediately after Eid prayers and is completed before the sunset of Dhul Hijjah 13.

The Kingdom established the Saudi Project for Utilization of Haj Meat in 1403AH to enable pilgrims to have a smooth and trouble-free Haj, and to make maximum utilization of the sacrificial meat.

Rep. Keith Ellison, D-Minn.Rep. Keith Ellison, D-Minn., told a group of atheists earlier this week the actions of the Bush administration in the wake of the Sept. 11, 2001, al-Qaida attacks remind him of the Nazis' use of the burning of Berlin’s Reichstag parliament building in 1933 to expand their power.

Speaking of the destruction of the World Trade Center and the damage to the Pentagon, Ellison said, "It's almost like the Reichstag fire, kind of reminds me of that. After the Reichstag was burned, they blamed the communists for it and it put the leader of that country [Hitler] in a position where he could basically have authority to do whatever he wanted.

On Tuesday, Ellison attempted to further clarify his Reichstag statement by telling the Minneapolis Star-Tribune he was making the point that "in the aftermath of a tragedy, space is opened up for governments to take action that they could not have achieved before that."
When asked for examples of such Nazi-like action in the wake of 9/11, Ellison cited the Iraq war, certain provisions of the Patriot Act and Bush's commutation of Scooter Libby's sentence.

German arrests at protest against E Berlin mosque

German police have arrested 15 far-right extremists and five counter-protestors in the latest round of clashes over the controversial construction of the first mosque in the former East Berlin.

Some 340 police were deployed to deal with almost 600 demonstrators taking part in a protest on Wednesday night against the planned Ahmadiyya mosque in the Pankow-Heinersdorf neighborhood.

It ended in violent clashes between police, protestors and counter-protestors, police said on Thursday.

Officers said that the troublemakers, believed to be far-right extremists, now face charges of assault, disturbing the peace and resisting the police.

A point of contention...

Although the debate has been hijacked by the far-right, the main objections come from residents who insist their opposition is not ideological. They say they oppose the mosque purely on the grounds that there are no Muslims in the neighborhood and therefore no need for a mosque. Others say they fear an "Islamization" of the area, and that the new building will turn a quiet part of Berlin into a racial trouble-spot.

Muslim authorities argue that the mosque near the city's Tegel airport had become too crowded and that land in Pankow-Heinersdorf, which used to belong to the communist East German state, was cheap.

Newham councillor Alan Craig today called on the government to formally ban the construction of a massive mosque on a site less than a mile from the main 2012 Olympic stadium at Stratford, east London.

Reports that Tablighi Jamaat - the fundamentalist Islamic sect who propose to build the mosque as their international headquarters - are directly responsible for radicalising two of the London and Glasgow car bomb suspects has added to suspicions that the sect are not the peaceable group they claim to be.

“The dangerous truth about Tablighi Jamaat is coming out. We must watch the gap between what they say and what they do,” said Cllr Craig, leader of the Christian Peoples Alliance group on Newham Council, who lives with his young family a mile from the mosque site.” It will be a horrendous security nightmare if they are allowed to build this large mosque so close to the Olympics.”

The Supreme Court of Pakistan ordered a temporary burial for Maulana Abdul Rashid Ghazi, deputy chief of the Lal Masjid, or Red Mosque, local Pakistani TV channel DAWN NEWS reported Wednesday. Arrangements will also made for Ghazi's close relatives at the burial, according to DAWN NEWS.

Spokesman of the Ministry of Interior Brig (R) Javed Iqbal Cheema on Wednesday said that the body of Ghazi would be transported to his ancestral village for burial.

The deceased is then taken to the cemetery for burial (al-dafin). While all members of the community attend the funeral prayers, only the men of the community accompany the body to the gravesite.

It is preferred for a Muslim to be buried where he or she died, and not be transported to another location or country (which may cause delays or require embalming the body).

If available, a cemetery (or section of one) set aside for Muslims is preferred. The deceased is laid in the grave (without a coffin if permitted by local law) on his or her right side, facing Mecca. At the gravesite, it is discouraged for people to erect tombstones, elaborate markers, or put flowers or other momentos. Rather, one should humbly remember Allah and His mercy, and pray for the deceased.

Pakistan: New banking unit to curb terror funding.


Pakistan's State Bank has introduced new checks on money transactions which may be used to monitor the funding of mosques and seminaries across the country. The bank said it had decided to establish a Financial Monitoring Unit (FMU) to curb money laundering and terrorist financing.The move is considered significant as it came while the military operation against militants holed up in Lal Masjid and Jamia Hafsa was at its peak and showed the government’s concern over the flow of funds to seminaries.

Senior bankers said that people who provided funds to the Lal Masjid and other mosques and madrassas or Islamic seminaries through cheques could be traced.“An incident like Lal Masjid could put the donors into a difficult situation,” said a senior banker. The head of Lal Masjid, Maulana Abdul Aziz, has already disclosed names of some people who have been providing funds to his madrassas.

AUSTRALIAN authorities are investigating whether Gold Coast doctor Mohamed Haneef is part of a national sleeper cell of foreign doctors established here to fund overseas terrorist activities including the botched bomb attacks in the United Kingdom.

Federal and Queensland police are currently tracking overseas and local transactions from the bank accounts of Indian-born Dr Haneef who was the eighth suspect arrested over the attacks in London and Glasgow late last month, law enforcement sources said.

Each overseas transaction is believed to be below $10,000 which would avoid any scrutiny from AUSTRAC – a Federal Government regulator of transactions of $10,000 or more.

If the funds can be directly linked to terrorist activity, UK authorities could extradite Dr Haneef, 27, who remains in custody at the Brisbane police watchhouse.

The Sunday Mail can also reveal that police are examining signature stamps found in computer software on Dr Haneef's laptop which was seized during raids at his Gold Coast unit last Tuesday. Police suspect the stamps, believed to be of Indian origin, may be from an overseas university.

Law enforcement sources said the discovery of the stamps has sparked concerns that they could be used to falsify documents. It is understood an AFP officer will travel to India to trace the origin of the stamps.

The FBI yesterday confirmed a report Dr Haneef had sought to work at a US hospital last year prior to coming to Australia.

Kafeel Ahmed, the Indian engineer who allegedly drove a blazing jeep into the Glasgow airport, had left a suicide note at his house, a media report said on Sunday amid claims that he had links with a senior Al-Qaeda operative.

Old Kafeel was "allegedly" radicalized by Hizb ut-Tahrir back in 2004 while he was doing research at Anglia Ruskin University in Cambridge. He's chummy with Al Qaeda bombmaker Abbas Boutrab and they may have belonged to the same AQ cell in "the quiet base" of Ireland. Oh and he also had jihadi materials in his possession.

RABAT (AFP) - Morocco's security forces were on maximum alert on Saturday after "established terror threats" by what experts said was the regional branch of Al-Qaeda.

Interior Minister Chakib Benmoussa informed the country's security experts on Friday of a "current threat" against the north-west African country.

"Reliable information relayed in recent days to the interior ministry described the preparation of acts of terrorism in Morocco," a Moroccan security source told AFP on condition of anonymity. "Morocco is cooperating fully with foreign police services," the source said, adding that in the face of the threat, Morocco "is putting itself in a situation of extreme vigilance."

KENNY MacAskill, the Cabinet secretary for justice, embraced Scotland's muslim community as "the latest of Jock Tamson's bairns" yesterday in an attempt to heal any divisions caused by the terrorist attack in Glasgow. (this in itself is ludicrous on its face.)

Mr MacAskill praised the muslim community during a visit to the Edinburgh Central Mosque, insisting that Scotland had a long history of welcoming people from different countries and religions.

He said he wanted "to pay respect to the muslim community in Scotland, to recognise they are a vital factor in 21st century Scotland, they are just the latest of Jock Tamson's bairns."

The Justice Secretary also condemned acts of retaliation and vandalism against the muslim community after the Glasgow airport attack. Mr MacAskill said: "Any incident is an incident too many.

"Police, prosecution and government will not countenance anybody seeking to vent their racist spleen on individuals."

A MOSQUE was targeted in a revenge attack for the Glasgow strike, it was feared yesterday. An estate agents next to the Islamic centre in Bathgate, West Lothian, was attacked on Sunday night when what appeared to be a petrol bomb was thrown through a window...

Shami Khan, a community activist and an Edinburgh city councillor until the May elections, said last night: "People will be victimised and there will be a backlash after the Glasgow attack."...

Jalal Chaudry, a spokesman for the Edinburgh Muslim community, said anti-Muslim graffiti had been spotted in Edinburgh. He had been to an emergency meeting of Muslim leaders, also attended by Alex Salmond and the justice minister, Kenny McAskill, in Glasgow on Sunday.

A Belgian man appeared in court on Friday after a woman at his dinner party found the bodies of his wife and stepson in the freezer as she put away the leftovers, prosecutors said.

Goldman Sachs Group Inc., the world's biggest securities firm, said law-enforcement authorities don't consider letters making threats against the company to be credible.

About 20 letters were sent to different newspapers on or around June 27, said Thomas Boyle, a spokesman for the U.S. Postal Inspectors in New York. The letters say that ``hundreds will die'' and ``we have people inside Goldman Sachs,'' he said.

``We are working closely with the law-enforcement authorities, who tell us they don't believe the threat to be very credible,'' Michael DuVally, a Goldman spokesman in New York, said in an e-mailed statement.

``We take any threat to the safety of our people very seriously.''

A team of postal inspectors is working with Goldman Sachs, the Federal Bureau of Investigation and the Joint Terrorism Task Force to try to identify who sent the letters, Boyle said.

Authorities don't know whether they are terror-related or come from someone with a direct connection to the firm.

The letters were sent to newspapers in areas including Seattle; Boise, Idaho; Corpus Christi, Texas; Fort Wayne, Ind.; Bayonne and Newark, N.J.; and cities in Vermont, Ohio and North Dakota. The Star-Ledger of Newark is the largest newspaper to have received one of the letters; theirs was postmarked June 27.

The newspapers notified law enforcement agencies after receiving the letters and in some cases alerted Goldman Sachs directly, law enforcement officials said. Officials said they have no reason to suspect the newspapers that received the threatening letters have been targeted.

Goldman Sachs did not receive any of the threatening letters, Boyle said.

Pakistan: Red Mosqueteers are at it again.

Mosque Students, security forces exchange fire. At least two people were injured and dozens of girls enrolled in a madrassa religious school fainted as security forces and militant students exchanged fire at a besieged mosque in Pakistan's capital Islamabad on Tuesday. Clerics of the Red Mosques also asked the students to take up their positions and prepare to carry out suicide attacks, local reports said.

Get the Rangers in a circle, Pilgrim. Pakistan had on Monday deployed more forces near the mosque to tighten security around it, Dawn newspaper reported on Tuesday. The move has brought the total number of Rangers deployed around the mosque to 1,500, with 500 police commandos in support. The newspaper quoting informed sources said the authorities of the mosque have also reinforced security of its brigade, which is equipped with advanced weapons and wireless systems, and threatened to raid more massage centres in the city.

Dare I say it? Sure I will. Musharraf is a pussy. President Pervez Musharraf said on Friday that the potential loss of human lives was preventing him from taking any action against the Lal Masjid, while adding that suicide bombers from Jaish-e-Mohammad were also hiding in the mosque.

“We are afraid of the baton-wielding madrassas who will stand by Lal Masjid if we launch action,” he said, while addressing the concluding ceremony of the National Media Workshop organised by the National Defence University. He said the female students of the Lal Masjid’s adjoining madrassa were “prepared for suicide attacks” and up to 500 children “were being used as human shields” to stop the government from contemplating any operation.

He said members of Jaish-e-Mohammad, the banned militant group linked to Al Qaeda, were also hiding in the mosque, adding that they were all capable of suicide attacks. “How can I take action?” he said. “Action is ready but will be taken at a right time.”

He goes on to add: that the government would take action against the Lal Masjid if the media guaranteed that it would not show any of the bodies of those killed during the operation.

Jihadis from all over the region are reported to be riding to the rescue. Contacts in jihadist circles told Asia Times Online that there will be a reaction all over the country, including in Karachi, Lahore and Peshawar. They claimed that more than 1,000 jihadis were already on their way to the capital.

And all 'peace agreements' are off. The jihadi contacts also said any peace agreements with the government in Bajur agency and the Waziristan tribal areas would be terminated. After a series of disastrous military offensives to try to contain militancy and Taliban activities in the tribal areas, the government made several deals under which it withdrew its troops and made peace deals.

Not only are the Red Mosqueteers against vice and modern life, at issue is a fatwa (again with the fatwas!) that provoked the reaction against the Pakistani military. The decree mandated that people were not allowed to say funeral prayers or bury soldiers in Muslim graveyards if they were killed fighting against the Taliban.

The British High Commission in Islamabad has denied visa to the hardline Muslim senator and chief of the Jamiat Ulema-i-Islam, Maulana Samiul-Haq.

Dubbed "the father of the Taliban" because many Taliban, including Mullah Omar, were schooled in a madrassa he ran, Haq had applied for the visa to attend the multi-party conference scheduled to be held in London this month. A press release issued in Peshawar on Sunday said the High Commission had given Maulana Haq a charge sheet and even barred him from filing an appeal against the decision. The party has requisitioned a meeting of the Standing Committee of the house to discuss the issue.

Hours before police dismantled the first car bomb, a posting on the Al Hesbah chat forum pointed to an imminent Al Qaeda bombing in London.


The message, posted under the name Abu Osama al-Hazeen, gave the invasion of Iraq and the recent knighthood for Salman Rushdie as justification for a fresh terrorist attack on Britain.



Al-Hazeen wrote: "Is Britain longing for Al Qaeda's bombings? We, and the whole world has seen what Britain has done ... their intention to honour Salman Rushdie who insulted and slandered Islam. This 'honouring' came at a crucial time, a time when the whole nation is reeling from the Crusaders attacks on all Muslim lands.



"The British capital has witnessed blessed operations that shook it to its foundations. This was because the British had attacked the lands of Muslims and Al Qaeda is still threatening to strike against Britain to throw it out of the lands of Islam. But now, there's yet another reason for Al Qaeda to carry out such threats; the honouring of the apostate Salman Rushdie by the Crusaders ... Rushdie who insulted Islam ... and this reason has led Muslims to become even more sympathetic with the Mujahideen.


"The question now is: Has London longed for the bombings of Al Qaeda? We say to Britain, the Emir of Al Qaeda, Sheikh Osama, has once threatened you, and he carried out his threats.
"Today I say: Rejoice ... By Allah London shall be bombed."


Another poster on the forum responded: "Amen - we pray to Allah that the development of such operations would be under way." "Amen - O Allah make us witness this soon."


Al-Hazeen replied: "Victory is very close - but you are just rushing it!"
